MARTINSBURG BOROUGH COUNCIL MINUTES
OCTOBER 1, 2007
The regular meeting of the Martinsburg Borough Council was held on Monday, October 1, 2007, in the municipal building. The meeting started at 7:00 p.m. with prayer by Randy Stoltz and the Pledge of Allegiance.
ELECTED OFFICIALS PRESENT: Mayor Donald C. Greenleaf, President Robert A. Carper, Pro-tem Nathan P. Ormsby, Councilman Chris Brooks, Councilwoman Doreen K. Easly, and Councilwoman Suzanne B. McNally
ALSO PRESENT were Manager Randy Stoltz, Borough Secretary Jane Staily, Attorney Frederick Gieg, Jr., Chief Kerry Hoover, Sergeant Justin Davis, Richard Brantner, Jr., Steve Metzger and Rod Feather of the Garver YMCA, and Sharon Snyder of the Morrison’s Cove Herald.
The MINUTES of the regular meeting of September 4, 2007 were approved on a motion by Chris Brooks, seconded by Nathan Ormsby. The motion passed unanimously.
Director of the Garver YMCA Rod Feather and Steve Metzger were present in request for donations towards their summer ball programs. Their Biddy Baseball, Pony League and Major/Minor/Pee Wee programs all have Martinsburg youth on their rosters. In the past, the Garver YMCA use to receive a contribution of about $1,000 annually from the Morrisons Cove Memorial Park to help with their programs. No contributions have been made by the park the past two years. They are approaching council in hopes that the borough might want to consider including them in their budget.
The FINANCIAL AND TREASURER’S REPORTS were presented for September 2007 as written.
The LIST OF BILLS for September 2007, check nos. 3843-3902 in the amount of $102,105.31 was approved on a motion by Doreen Easly, seconded by Nathan Ormsby. The motion passed unanimously.
Mayor Don Greenleaf had no written report. No personal contacts were made regarding any property issues. He did have a stray dog incident that he dealt with.
Chief Hoover presented his police report as written. He thanked Randy and Brian for renewing the speed lines for winter. The next Neighborhood Watch Meeting will be held on October 9, from7-8:00 p.m. in the JayCee Room. The guest speaker will talk about drug and alcohol regarding “Kids, Tips and Tricks for Hiding Drugs”.

Manager Stoltz reported that the box cage from the town center parking lot has been relocated; attended hazmat training at the Martinsburg Fire Hall on September 11th; attended water training in Cresson on September 12th; attended a construction seminar on September 20th; a new pump was installed at the wastewater treatment plant wet well and one in Wineland Well No. 1; the 175th Anniversary Street Fair was held on Saturday, September 22; installed handicapped parking signs at the town center parking lot and spray painted some emblems – Richard Over reserved some parking spaces behind the café for residents and employees; attended the cable meeting on September 27th along with Nathan Ormsby and Suzanne McNally at Roaring Spring; Community Fund requests were mailed out; and painted speed lines today.
Doreen Easly inquired to Manager Stoltz about the Community Fund donation allocated for the 175th Anniversary Committee. He explained that it was allocated but apparently just not mailed out yet.

Attorney Frederick Gieg reported that he just recently finished the Frankstown Township cable franchise agreement and will share that with Manager Stoltz. The two year police agreement with Huston Township expires this year. Attorney Gieg will be reviewing it with Chief Hoover.
Nathan Ormsby reported that he attended the September meeting of the Martinsburg Municipal Authority. The board’s main focus is on the planning of a water treatment plant to remove nitrates from the drinking water. There was a lot of good discussion and it was a very informative meeting.
Manager Stoltz reported that the Well Head Protection Committee had its required annual meeting on September 20th prior to the regular meeting of the Martinsburg Municipal Authority meeting.
A grant was obtained to pay for the well head protection plan which may someday become mandatory by DEP. The final grant request form was sent back in June and the money has just recently been mailed. Some of the grant money was used for public education.
Doreen Easly expressed her appreciation to all who attended the 175th Anniversary street fair. There was a nice turn out of people. They sold out of sandwiches and chili. Mayor Greenleaf apologized for not being able to participate in the dunking machine but for health reasons he decline to participate. Suzanne McNally also thanked Jane Staily, Randy Stoltz and the Morrisons Cove Herald for their help with the event.
Suzanne McNally reported that the Yard of the Month contest was over for the year. The last winner was Scott Miller on S. Market St.
Jane Staily reported that Cindy Wareham of the Revitalization Committee was inquiring how much money council was planning to allocate to the new sign project for the landscaping. She was in charge of approaching area landscapers and wanted to have an idea before speaking with them. Council did not know exactly how much they wanted to spend but were more interested in just obtaining a landscaping plan for the time being. This will be reported back to Cindy Wareham.
Jane Staily presented a review of the 2008-1B Budget Worksheet which required a 1 ½ mill increase to try to balance it. The draft budget incorporated a 5% wage increase and a 10% health insurance increase. A budget workshop was scheduled for Monday, October 29, at 7:00 p.m. Council would like to have a finalized budget at the November 5th meeting to approve to advertise it for adoption at the regular meeting in December.
An invitation was received from Senator John Eichelberger, Jr. for a town hall meeting on October 4, 2007, as an opportunity to listen to concerns and views regarding state government.
A copy of the minutes from the Revitalization Committee meeting on September 24, 2007 was included in the council packet.
A request was received from the D. Merl Tipton VFW Post 43 for a donation to Operation Uplink. The program is endorsed by the Veteran’s of Foreign Wars organization. The funds raised will be used to purchase phone cards for our deployed troops in Iraq and Afghanistan and our Veterans

that are hospitalized. Council on a motion by Chris Brooks, seconded by Doreen Easly, approved to donate $300 to the program. The motion passed unanimously.
Mayor Don Greenleaf expressed his concerns about his participation on the 24 member committee. He felt a member of the Martinsburg Planning Commission would better represent Martinsburg on this committee. Manager Stoltz will try to obtain more clarification regarding the committees and member requirements.
The meeting adjourned at 9:00 p.m. on a motion by Nathan Ormsby, seconded by Doreen Easly. The motion passed unanimously.
