BUDGET WORKSHOP

OCTOBER 29, 2007

            The budget workshop of the Martinsburg Borough Council was held on Monday, October 29, 2007, in the municipal building.  The meeting started at 7:00 p.m. with prayer by Randy Stoltz and the Pledge of Allegiance. 

            ELECTED OFFICIALS PRESENTMayor Donald C. Greenleaf, Pro-tem Nathan P. Ormsby, Councilman Chris Brooks, Councilwoman Doreen K. Easly, and Councilwoman Linda Smith

            ALSO PRESENT were Manager Randy Stoltz, Borough Secretary Jane Staily, Chief Kerry Hoover, Rex Hartman and Sharon Snyder of the Morrison’s Cove Herald.

            Mayor Greenleaf suggested that council considering raising the mayor’s stipend.  Limits for the stipend are described in the Borough Code.  Councilman Ormsby explained that the council get paid even less than the mayor, but they do their job as a community service and some of the councilmen do not even accept a stipend.

 

            Draft Budget No. 2008-2 was presented and reviewed in detail as follows:

            The 2008-2 Draft portrayed a 1-mill real estate tax increase to balance.  There were a few minor changes made in various line items.  The personnel committee will soon be meeting to discuss employee wages for 2008.  A revised draft will be prepared for the December meeting.

The meeting adjourned at 8:40 p.m. on a motion by Chris Brooks, seconded by Doreen Easly.  The motion passed unanimously.
