MARTINSBURG BOROUGH COUNCIL MINUTES

  JANUARY 7, 2008

 

            The regular meeting of the Martinsburg Borough Council was held on Monday, January 7, 2008, in the municipal building.  The meeting started at 7:00 p.m. with prayer by Randy Stoltz and the Pledge of Allegiance. 

            ELECTED OFFICIALS PRESENTMayor Donald C. Greenleaf, Councilman Christopher E. Brooks, Councilwoman Doreen K. Easly, Councilman Brian Gahagan, Councilman Rex Hartman, Councilwoman Connie Lamborn, Councilwoman Suzanne B. McNally, and Councilman Nathan Ormsby.

            ALSO PRESENT were Manager Randy Stoltz, Borough Secretary Jane Staily, Attorney Cathy Miller, Richard Brantner, Jr., Chief Kerry Hoover, Sgt. Justin Davis; District Justice Craig Ormsby, and Sharon Snyder of the Morrisons Cove Herald

 

            Prior to all other business, District Justice Craig Ormsby administered the oath of office to three council members-elect:  Suzanne McNally, Rex Hartman and Connie Lamborn..  The meeting was then called to order by Mayor Don Greenleaf.  Mayor Greenleaf assumed the chair for the purpose of council designation.

            Nominations were taken for the office of President.  On a motion by Chris Brooks, seconded by Rex Hartman, Nathan ormsby was nominated as President. The motion passed unanimously.  There being no other nominations, nomination for the office of president was closed on a motion by Doreen Easly, seconded by Chris Brooks.  The motion passed unanimously.  There being only one nominee and no opposition, Nathan Ormsby was declared president on a motion by Suzanne McNally; seconded by Doreen Easly.  The motion passed unanimously.

            Nominations were taken for the office of Vice-President.  Chris Brooks was nominated by Nathan Ormsby.  Doreen Easly was nominated by Suzanne McNally.  The motion to close the nominations for Vice-President was made by Brian Gahagan, seconded by Suzanne McNally.  The motion passed unanimously.  Roll call votes were taken on the nominees as follows:  CHRIS BROOKS:  TWO YAYS from Chris Brooks and Nathan Ormsby; FIVE NAYS from Doreen Easly, Brian Gahagan, Rex Hartman, Connie Lamborn and Suzanne McNally.  DOREEN EASLY: FIVE YAYS from Doreen Easly, Brian Gahagan, Rex Hartman, Connie Lamborn and Suzanne McNally; TWO NAYS from Chris Brooks and Nathan OrmsbyOn a motion by Rex Hartman, seconded by Brian Gahagan, Doreen Easly was declared Vice-President. The motion passed unanimously.

            Nominations were taken for the office of Pro-Tempore.  Suzanne McNally was nominated by Doreen Easly.  Chris Brooks was nominated by Suzanne McNally.  The motion to close the nominations for Pro-Tem was made by Doreen Easly, seconded by Suzanne McNally.  The motion passed unanimously.  Roll call votes were taken on the nominees as follows:  SUZANNE McNALLY:  TWO YAYS from Doreen Easly and Connie Lamborn; FIVE NAYS from Chris Brooks, Brian Gahagan, Rex Hartman, Suzanne McNally and Nathan Ormsby.  CHRIS BROOKS:  FIVE YAYS from Chris Brooks, Brian Gahagan, Rex Hartman, Suzanne McNally and Nathan Ormsby.; TWO NAYS from Doreen Easly and Connie Lamborn.  On a motion by Suzanne McNally, seconded by Nathan Ormsby, CHRIS BROOKS was declared PrO-TEMPORE.  The motion passed unanimously.

           The MINUTES of the 2008 budget workshop held on October 29 were approved on a motion by Chris Brooks, seconded by Suzanne McNally.  The motion passed unanimously.

           The MINUTES of the regular meeting of December 3, 2007, were approved on a motion by Rex Hartman, seconded by Suzanne McNally.  The motion passed unanimously. 

            The FINANCIAL AND TREASURER’S REPORTS were presented for December 2007 as written. 

            The LIST OF BILLS for December 2007, check nos. 4005-4036 in the amount of $5,653.90 was approved on a motion by Doreen Easly, seconded by Brian Gahagan.  The motion passed unanimously.

            Chief Hoover presented the police report as written.  He welcomed the two new council members and thanked council for re-appointing him as chief.  He also expressed his appreciation for the flowers that were sent to the funeral home for the loss of his sister.  The Toys for Kids program this year covered 86 families totaling 171 children.  Local businesses will be contacted in request for donations to support the Drug Safety Program as a combined effort between the Martinsburg and Roaring Spring Police Departments.  They will be using the donations to provide drug safety information booklets and DVDs for the fifth and seventh graders.  There will be an interactive DVD that the children can do a drug safety test and then email it in as a contest entry with the prize being a new computer. Chief Hoover mentioned that his door is always open to discuss matters if anyone had any questions or concerns that he can help them with.  New Year’s eve went well.  Sergeant Davis contacted the game commissioner and was informed that they don’t get involved with domestic duck problems.  The last time the town dealt with an over abundance of ducks it was done as a community effort to round them up and relocate them.  The geese problem is actually in the township and on private property and would not be handled by the borough.  Chief Hoover will contact the sportsman club to see if there are any organizations interested in the problem.  The Huston Township police agreement should be ready to be voted on at the next regular council meeting.

            Manager Stoltz reported that the wastewater treatment plant lab is going to be accredited  - a representative from DEP evaluated the lab and found it to be in good shape - there are only a few procedures and some equipment that need changed; attended the Blair County Conservation District meeting on December 18 concerning the Cove Area Regional Digester to discuss permitting; Manager Stoltz was designated as the representative to verify all the addresses in the borough on the 2010 census list – he starting reviewing the list; December 29 was the four year anniversary of the Hollidaysburg Ambulance Service in Martinsburg.

            The Revitalization Committee met today.  They will be receiving a federal grant of $98,000 to start the planning process, design drawing and proposals.  Marty Malone of Lehman Engineering felt that receiving this grant will give the committee credibility for receiving future grants.  The check should come in 3-6 months.  The town center parking lot is in need of lighting.  The committee wants to come up with a theme before anything is decided upon.

            Attorney Cathy Miller thanked council for once again retaining Gieg and Gieg as their solicitor.

            Council on a motion by Doreen Easly, seconded by Suzanne McNally, authorized Connie Lamborn to replace Robert Carper on the check signing cards for Omega Bank and PLGIT.  The motion passed unanimously.

            Correspondence was received from the Department of Emergency Services of Blair County informing municipalities that in order to qualify for federal aid for technical assistance and post-disaster funding, a resolution adopting the mitigation plan must be adopted by January 31.  They want it adopted by January 31, 2008, but the Department of Emergency Services will not be meeting until after that date; therefore, council on a motion by Chris Brooks, seconded by Doreen Easly, adopted Resolution No. 080107-01 officially adopting the Blair County Hazard Mitigation Plan, pending any changes that may come about at their next meeting.  The motion passed unanimously.

            The next South Central Counties Borough’s Association meeting will be held in Duncansville on January 17, 2008.

            Connie Lamborn expressed interest in attending an elected officials seminar.  Council on a motion by Chris Brooks, seconded by Suzanne McNally, authorized to pay the registration fee of $150 for Connie to attend the 2008 Newly Elected Borough Officials Training in State College on February 29 and March 1, 2008.  The motion passed unanimously.

            The 2007 Annual report of the Martinsburg Volunteer Fire Company was included in the council packets this month.

            Chief Hoover informed council that it will be necessary for the newly elected council people to also take the National Incident Management System (NIMS) training to qualify for disaster relief grant money.  The test can be taken online or Chief Hoover can arrange to review the training with them some evening and they could take the test manually.

            The meeting adjourned at approximately 8:14 p.m. on a motion by Chris Brooks, seconded by Doreen Easly.  The motion passed unanimously.
