MARTINSBURG BOROUGH COUNCIL MINUTES
JANUARY 3, 2006
The regular meeting of the Martinsburg Borough Council was held on Monday, January 3, 2006, in the municipal building. The meeting started at 7:00 p.m. with prayer by Randy Stoltz and the Pledge of Allegiance.
COUNCIL PRESENT: Robert A. Carper, Brian K. Gahagan, Sheldon O. Smith,
Doreen K. Easly, Nathan P. Ormsby, and Suzanne B. McNally
In addition to the council, present were Manager Randy Stoltz, Secretary Jane Staily, Attorney Kathy Miller, Lt. Kerry Hoover, Rich Brantner, Jr., District Justice Craig Ormsby, Sergeant Justin Davis, Mayor Don Greenleaf and Dan Horton of the Morrisons Cove Herald.
Prior to all other business, District Justice Craig Ormsby administered the oath of office to three councilmen-elect: Nathan Ormsby, Brian Gahagan and Doreen Easly. The meeting was then called to order by Mayor Don Greenleaf. Mayor Greenleaf assumed the chair for the purpose of council designation.

Nominations were taken for the office of President. On a motion by Brian Gahagan, seconded by Doreen Easly, Robert Carper was nominated as President. There being no other nominations, nomination for the office of president was closed on a motion by Nathan Ormsby, seconded by Brian Gahagan. There being only one nominee and no opposition, Robert Carper was declared president by a unanimous vote.
Nominations were taken for the office of Vice-President. On a motion by Sheldon Smith, seconded by Nathan Ormsby, Brian gahagan was nominated as vice-president. The motion passed unanimously. Nominations for vice-president were then formally closed on a motion by Nathan Ormsby, seconded by Doreen Easly. The motion passed unanimously to close nominations. A unanimous vote was taken to consider Brian Gahagan as Vice-President.
Nominations were taken for the office of Pro Tempore. On a motion by Robert Carper, seconded by Brian Gahagan Ormsby, Nathan ormsby was nominated as Pro TeMPORE. The motion passed unanimously.
President Robert Carper appointed the following council persons to the following commissions:

The MINUTES of the regular meeting of December 5, 2005, were approved on a motion by Nathan Ormsby, seconded by Suzanne McNally. The motion passed unanimously.
The FINANCIAL AND TREASURER’S REPORTS for December 2005(Nov 21-Dec 20), were reviewed.
The LIST OF BILLS for December, 2005, check nos. 2949 to 2983 in the amount of $60,157.33 were approved on a motion by Doreen Easly, seconded by Nathan Ormsby. The motion passed unanimously.
Chief Hoover reported that the first neighborhood watch meeting was held last month at the fire hall. There was a good turn out. It was decided that they would probably meet monthly. The next meeting is Janaury 10th in the Jaycee Room. A thermo imaging training session was held December 17th. Toys for Kids program donations came in a little slower than usual this year. Probably because a lot of people were donating to Hurricane Katrina victims instead – 188 children totaling 88 families throughout the Spring Cove School District were helped. Food, hats and mittens are still in supply for those who need. Council commended the police department for the time they put into the program.
Manager Stoltz reported that he received a packet from an elementary school in Martinsburg, Missouri. He responded to the children with letters and items pertaining to Martinsburg, Pennsylvania. Hauled snow December 9th from the 6 ˝” snowfall; attended the Community Watch meeting at the fire hall – it was very informative; hauled more snow on December 16th; one area business treated the borough employees to lunch on December 23rd in appreciation of the snow hauling from the business district; December 29th was the two year anniversary of the American Legion Ambulance Service in the new building in Martinsburg; Manager Stoltz updated the emergency management plan with names, phone numbers, etc. and will be mailing it out tomorrow – Jeff Ketner is now the Emergency Management Coordinator for North Woodbury Township; the Cove Area Regional Digester committee had a meeting on January 3rd – the committee will meet with the Spring Cove School Board to discuss the location of the digester near Cove Lumber near Central High School – the committee can offer the school hot water heating – can also make gas and electricity and sell it cheaper than on the grid – the next public meeting will be held at the Morrisons Cove Memorial Park in February; Brian Miller ran the street sweeper today; the borough is using just cinders this year – it is less expensive

than antiskid; January 5th will be the Christmas tree pick up date – trees can also be dropped off at the municipal garage.
Mayor Don Greenleaf had several questions for Manager Stoltz regarding the digester project. Mayor Greenleaf will be meeting with Chief Hoover soon to review what is going on in the police department
Attorney Cathy Miller reported that they wrote a letter to Bud McGrain of the Blair County Assessment Office regarding the untimely notification that the borough has been receiving on real estate tax appeals. A copy of the letter was also sent to the Blair County Commissioners. March 23rd has been set as the appeal date for the Cove Shoe tax appeal. The Spring Cove School District did intervene in the appeal with Martinsburg. Ordinance No. 2006-559 increasing the cost of parking tickets has been advertised, but cannot be acted upon until next month due the advertising time requirement.
Manager Stoltz received a mailing from the Blair County Assessment Office for the Morrisons Cove Home tax appeal. It doesn’t appear to be a complete list of properties. Attorney Cathy Miller will cross reference the sheets to see which ones are missing.
Doreen Easly mentioned a speeding problem on the back streets near the Martinsburg Commons on E. Christiana Street early in the mornings. The police department are already aware of it and have received other complaints.
The meeting adjourned at 7:52 p.m. on a motion by Nathan Ormsby, seconded by Brian Gahagan. The motion passed unanimously.
