MARTINSBURG BOROUGH COUNCIL MINUTES

SPECIAL MEETING

JUNE 29, 2006

            The special meeting of the Martinsburg Borough Council was held on Monday, June 29, 2006, in the municipal building.  The meeting started at 6:00 p.m. with prayer by Robert A. Carper and the Pledge of Allegiance. 

            ELECTED OFFICIALS PRESENTMayor Donald C. Greenleaf, President Robert A. Carper, Pro-tem Nathan P. Ormsby, Councilman Christopher E. Brooks, Councilwoman Suzanne B. McNally, and Councilman Sheldon O. Smith

            ALSO PRESENT were Borough Secretary Jane Staily, Chief Kerry Hoover, and Richard Brantner, Jr.

The 2006 Paving Project bids received last months were rejected.  The project was readvertised and put out for bid again.  One bid was received:  New Enterprise Stone & Lime Co., Inc.  $51,824.50.  Council on a motion by Chris Brooks, seconded by Suzanne McNally, accepted the bid at the tonnage price of $59.50 so the paving could be done within the Highway Fund budget and subject to Attorney Gieg review the documents.  The motion passed unanimously.  A portion of the proposed paving project will have to be eliminated to stay within the Highway Fund balance of $41,391.91 as of May 31, 2006.

Mayor Donald Greenleaf recommended that an updated photo taken of the borough council and officials be taken as soon as possible to be posted on the borough’s website.  He was not in the one taken last fall.  After some discussion, council opted not to have another group photo taken at this time.  It was suggested that a separate photo of Mayor Greenleaf be taken and posted on the web site, but Mayor Greenleaf was not receptive of the idea.  It was suggested that maybe Gerald T. Leidy could take a photo of Mayor Greenleaf and superimpose it over the previous mayor to update the photo on the internet.  Council was in agreement to this if it could be done.

            Chief Hoover reported that Huston Township was inquiring who gets the fine money incurred by arrests made in Huston Township.  It is currently set up that the fine money be sent to the agency who made the arrest, which in this case would be Martinsburg Borough.  Chief Hoover will prepare a report of fine activity in Huston Township for the July council meeting.

The meeting adjourned at approximately 6:21 p.m. on a motion by Chris Brooks, seconded by Sheldon Smith.  The motion passed unanimously.
